Jeff Davis

Jeff brings his unique blend of expertise and talents to Concurrence ADR & Consulting, handling mediations and arbitrations and providing appellate consulting services. Jeff’s mindset and strength has always been about problem solving. As an attorney Jeff was known for being pragmatic and (where possible) collaborative in reaching solutions that resulted in the best possible outcome for his clients. As an appellate judge, he brought that same pragmatism to the bench, with a user-friendly approach to his opinions designed to provide guidance and clarity to the parties, the bench and bar, and the public.

Jeff’s philosophy in assisting parties resolve disputes is to proactively engage in the settlement process through a highly evaluative approach, bringing to bear his deep and varied experience. Jeff knows well that parties involved in what are often contentious disputes require patience and persuasion to successfully reach a compromised outcome, even if it represents a prudent business decision.


Jeff practiced law with Quarles & Brady for 32 years before accepting a position on the Wisconsin Court of Appeals in 2019, where he served until August 1, 2021. During his long career at Quarles, Jeff handled a wide range of litigation in the areas of unfair competition, property and land use, securities, closely held business, debtor-creditor and bankruptcy, and developed a strong specialty in complex corporate insurance matters.

Jeff’s insurance coverage expertise resulted in a number of career achievements, including the formation of, and a lengthy tenure chairing, Quarles’ insurance recovery practice, frequent lectures in Wisconsin and in national conferences on a variety of insurance related topics, authoring numerous publications and the Pollution Insurance chapter of the ABA’s Construction Insurance treatise, service as an adjunct professor of insurance law for Marquette University Law School and a thriving appellate practice, including arguments in groundbreaking cases before the Wisconsin Supreme Court and involvement with significant mediations involving cost share and similar type arrangements in numerous complex long tail insurance cases.

Jeff also chaired Quarles’ Milwaukee pro bono practice, and he personally became a trained family law mediator and handled landlord-tenant disputes and criminal appeals. Ultimately, this eclectic career path led to an appointment to the Wisconsin Court of Appeals, District II, where his authored decisions included important cases involving property, taxation, public records, notice of claims, commercial arbitration provisions and insurance coverage, among many others
